Then gradually the concept of human development emerged to balance the concept of development that is only oriented towards the economic side.
Besides considering income aspects, the concept of human development also measures aspects of health and education. For the first time, the concept of human development was introduced by the United Nations Development Programme (UNDP) in 1900 through a report entitled Human Development Report (HDR). In this report, UNDP explains that humans are the true wealth of a region. Humans are placed in the concept of human development as the ultimate goal of development, not merely part of the input of development. Therefore, the main purpose of human development is to create an environment that can provide opportunities for people to live long, healthy lives, and lead productive lives (UNDP, 1990).
